Metro Manila under Alert Level 4 from Sept. 16 to 30: DILG chief

Metro Manila will be under general community quarantine (GCQ) with Alert Level 4 starting September 16 until September 30, Department of the Interior and Local Government (DILG) Secretary Eduardo Año said Tuesday.

In an interview with CNN Philippines, Año said local chief executives in Metro Manila agreed to follow one Alert Level only.

Under Alert Level 4, persons below 18 years old and over 65 years old, those with immunodeficiencies, comorbidities, or other health risks, and pregnant women are not allowed outside of their respective residences.

They will, however, be allowed access to obtain essential goods and services or work in permitted industries and offices.

The following establishments and activities are also prohibited in Alert Level 4-classified areas:

-indoor visitor or tourist attractions, libraries, archives, museums, galleries, and culture shows and exhibits

-indoor venues for meetings, incentives, conferences, events

-indoor entertainment venues

-outdoor and indoor amusement parks of themes

-indoor recreational venues

-indoor limited face-to-face classes, examinations and other education-related activities

-casinos, horse racing, cockfighting, and operation of cockpits, lottery and betting shops, and other gaming establishments

-social events such as but not limited to concerts and parties, weddings receptions, engagement parties

-indoor sports courts or venues, fitness studios, gyms, spas or other leisure centers or facilities

-all contact sports, except those conducted under a bubble-type setup

-personal care services, which include medical aesthetic clinics, cosmetic or derma clinics, make-up salons, reflexology, massage therapy and sports therapy establishments, tanning services, body piercings, tattooing and similar services

-staycations

Meanwhile, al fresco dine-in services in restaurants, barbershops, hair spas, nail spas, and beauty salons will be allowed to operate at a maximum of 30 percent venue/seating capacity if such services are conducted outdoors regardless of vaccination status.

These establishments may be allowed to operate indoors at a limited 10 percent venue/seating capacity but should only cater to fully vaccinated customers.

In-person religious gatherings are also allowed at a maximum 30 percent capacity if conducted outdoors. These gatherings may be allowed at 10 percent capacity but may accommodate only individuals who are fully vaccinated.

Also, necrological services will be limited to immediate family members and with full compliance with the minimum public health standards.

Government agencies and instrumentalities will remain fully operational and adhere to at least 20 percent on-site capacity while implementing work-from-home and other flexible work arrangements.
