Bill regulating LPG industry now a law

President Rodrigo Duterte has signed Republic Act (RA) 11592, which aims to regulate the liquefied petroleum gas (LPG) industry and provide safety standards for the protection of the consumers.

The LPG Industry Regulation Act establishes the LPG Cylinder Improvement Program to ensure that unsafe cylinders will be taken out of circulation.

The new law also institutionalizes the Cylinder Exchange and Swapping Program where consumers can bring any brand of empty LPG cylinder to any retail outlet and use it to purchase another brand of LPG in cylinder carried by the retail outlet.

The Department of Energy (DOE) will be the primary government agency responsible for the implementation and enforcement of this Act, RA 11592 stated.

It mandates the DOE to regulate, supervise, and monitor the LPG industry and all industry participants to ensure compliance with the health, safety, security, and environmental standards, the applicable Philippine National Standards, and other accepted codes and standards.

The department should also prepare the LPG Industry Development Plan, in consultation with public and private stakeholders, which shall be integrated into the Philippine Energy Plan.

A fine ranging from P1,000 to P1,000,000 would be imposed upon any person found guilty of violating any provisions of the Act.

Violators may also face up to 12 years in prison.
