The Department of Justice (DOJ) has drafted the memorandum of agreement (MOA) for the National Bureau of Investigation and Philippine National Police joint investigation on future cases of killings committed during police anti-illegal drugs operations, Justice Secretary Menardo Guevarra said.
Guevarra said the draft MOA has been submitted last Friday (Oct. 15) and has been forwarded to the NBI and PNP.
“They will be given a reasonable period (maybe a week) to beef up the MOA and include such operational matters as they may deem necessary,” he said.
The MOA was drafted after after the DOJ finished its review of 52 cases of deaths that occurred in police anti-illegal drugs operations.
The PNP had agreed with the DOJ that joint investigations will be conducted with the NBI in future occurrences of such incidents.
Guevarra previously explained the MOA would “establish a mechanism to conduct joint investigations of so-called ‘nanlaban’ cases in the future.”
“The CHR (Commission on Human Rights) will be engaged as the need arises, especially in the matter of coordinating with the victims’ families and their witnesses,” the secretary said.
