Senator Win Gatchalian welcomed the signing of Republic Act 11592 or the LPG Act, which regulates the liquefied petroleum gas (LPG) industry to ensure safe cylinders and avoid LPG-related accidents.
“We thank the President for signing this much awaited law regulating the LPG Industry, which has been pending for nearly two decades after the bill was first introduced in Congress,” the chair of the Senate energy committee said.
“We can now boast of a comprehensive and streamlined regulatory framework to govern the LPG industry in the country to ensure that unsafe cylinders will be immediately taken out of circulation and replaced with new ones to avoid LPG-related explosions and fires,” Gatchalian said.
“Sa pagtatatag ng LPG Cylinder Improvement Program, unti-unti nang mawawala sa merkado ang mga mababang kalidad ng LPG o depektibong mga tangke na madalas ginagamit sa mga iligal na paraan ng pagrerefill na nagiging sanhi ng sunog na ikinamatay na ng ilan,” he said.
“Ngayon, maaari nang makabili ang mga konsyumer ng LPG kahit na ibang brand ang ipapalit na tangke,” Gatchalian added.
The new law vests the Department of Energy with significant enforcement and visitorial rights to ensure that the various Philippine National Standards (PNS) and codes promulgated for all aspects of the LPG industry are strictly complied with by all LPG stakeholders.
It also lays down in detail the responsibilities of LPG industry participants and retail outlets are specifically enjoined to observe stringent safety protocols.
