House panel endorses free college entrance fees for smart poor students

The House Committee on Higher and Technical Education has endorsed for plenary approval a measure mandating private tertiary schools to waive the college entrance exam fees to poor high school students belonging to the top 10% of the graduating class.

The proposed Free College Entrance Examination (House Bill 10555) was submitted to the House Committee on Rules for inclusion in the agenda of the plenary.

Aside from belonging to the top 10% of the graduating class, the student’s parents or guardians should be living below the poverty line, as determined by the National Economic and Development Authority (NEDA) and the Department of Social Welfare and Development (DSWD).

The Commission on Higher Education (CHED) was tasked to reprimand any private higher education institutions and other concerned individuals violating the proposal and impose disciplinary sanctions in accordance with its authority.
