The Senate will do its part to fight the effects of the COVID-19 pandemic by prioritizing the passage of a measure extending the Bayanihan Act, Sen. Panfilo Lacson said Sunday.
Lacson said this will give President Rodrigo Duterte the needed elbow room to allocate resources to address the pandemic.
“Isa sa priority namin ipasa ang extension ng Bayanihan 1 na pinasa namin noong Marso. So kasama yan na dapat bigyan ng priority na ituloy ang pagbibigay ng emergency powers, exemptions sa provision ng RA 9184,” he said in an interview on DZBB and GMA News TV.
He noted the 1987 Constitution allows the President to realign the budget within the executive branch.
“Pero binibigay pa rin ang poder na yan para nang sa ganoon, mas malaki ang elbow room ng Pangulo para matugunan ang problema sa COVID-19,” he said.
Lacson said he expects Duterte to dwell on the COVID-19 threat in his State of the Nation Address on Monday.
He pointed out COVID-19 is not only the dominant issue affecting the state of the nation, but the entire world.
“Unang una, punong puno ng COVID-19 sigurado ang topic ng SONA. Kasi yan naman talaga ang state of the nation ngayon, hindi lang sa nation kundi buong mundo, pandemic. Kaya magiging malaking bahagi kung tama ang aking iniisip. Pero palagay ko yan halos lahat na iniisip natin dahil diyan tayo nahirapan hindi lamang sa ekonomiya natin kundi ang health risk nating lahat,” he said.
