Bawal mag-advance sa Red Cross! Philhealth whistleblower drags Dick into fund mess

The Philippine Red Cross’ receipt of a P100-million advance payment from the Philippine Health Insurance Corporation (PhilHealth) for COVID-19 testing was anomalous, a whistleblower has claimed.

Resigned Philhealth anti-fraud officer Thorsson Montes Keith dragged PRC chairman and Senator Richard Gordon Thursday (August 27) into the supposed anomalous deal between the non-profit organization and the state health insurer.

“The money was given to Red Cross, Red Cross is a non-profit organization and the chairman is a senator. He’s a government official so he should know that making an agreement which creates undue injury to the government is punishable by law,” Keith said in an interview over ANC.

He claimed that PRC and Gordon caused “undue injury to the government” through the deal.

PRC received an initial P100 million from Philhealth for COVID-19 testing. Gordon, however, said the state health insurer still owes the organization P700 million for the tests it has conducted.

In a July 28, 2020 statement, Philhealth said the deal with PRC “is pursuant to the Bayanihan to Heal as One Act.

The government agency said the Office of the Executive Secretary also asked different departments to partner with PRC “as the primary humanitarian agency that is auxiliary to the government in giving aid to the people, subject to reimbursement, in the distribution of goods and services incidental in the fight against COVID-19.”
