The Caraga Regional Development Council has formed a special “Balik Probinsya, Bagong Pag-asa” committee aimed at providing alternative employment and long-term living options for those going back to their home provinces.
“Now is the time to realize the full potential of our provinces as economic centers and alternatives to established urban economic hubs,” said Cabinet Secretary Karlo Nograles, chair of the special committee and Cabinet Officer for Regional Development and Security for the Caraga region.
Signed May 6 last year, Executive Order No. 114 provides for the creation of the Balik Probinsiya Bagong Pag-asa program which aims to decongest urban areas such as Metro Manila and Metro Cebu by encouraging residents originally from the provinces and less developed areas to return home.
Other than cash assistance, housing units, employment opportunities, and skills training are also extended to qualified beneficiaries.
“Offering financial incentives to return to one’s hometown is one thing, but we are also drawing up more holistic and comprehensive plans to reignite economic activity in rural areas. Jobs and better economic opportunities are important because these are the reasons people leave in the first place,” according to Nograles.
The former Davao congressman also noted that the region “shows a lot of potential, which we have actually been developing. The tourism component, for instance, has been stalled because of the ongoing Covid-19 (coronavirus) pandemic but we are fully boosting trade, transport and investments in Caraga.”
