May basbas na ni Velasco: Impeachment raps vs Leonen endorsed for inclusion in House’s order of business

Hearings on the impeachment complaint against Supreme Court Associate Justice Marvic Leonen could start soon in the House of Representatives.

House Speaker Lord Allan Jay Velasco has written Majority Leader Martin Romualdez endorsing the inclusion of the impeachment complaint against Leonen in the House’s order of business.

Romualdez chairs the Rules Committee, which is in charge of the order of business and referral of resolutions, speeches, committee reports, messages, memorials and petitions to the appropriate House panel.

Velasco’s endorsement was dated March 25, the day the House conducted its last session before adjourning for a nearly two-month long break.

This means the House can only act on the matter when plenary sessions resume on May 17.

The plenary will have three session days to refer the impeachment complaint to the House justice committee, which in turn will schedule hearings on the matter.

The impeachment complaint against Leonen was filed by one Edwin Cordevilla and endorsed by Ilocos Sur Rep. Angelo Marcos Barba, a relative of the Marcoses.

Leonen is accused of culpable violation of the Constitution for allegedly failing to dispose of some 37 cases in his sala within 24 months. He is also accused of deliberately delaying the resolution of cases before the House of Representatives Electoral Tribunal (HRET).

Cordevilla said the magistrate should also be held liable for his alleged failure to file Statement of Assets, Liabilities, and Net Worth (SALN) for 15 years while working at the University of the Philippines.
