Hahanap pa ng budget! No Duterte certification on P420-billion Bayanihan 3 bill: Palace

President Rodrigo Duterte will not certify as urgent the proposed Bayanihan to Arise as One Act (Bayanihan 3), according to Malacañang.

Duterte’s mouthpiece Harry Roque issued the statement on Tuesday after the House of Representatives said it plans to fast-track the passage of Bayanihan 3.

Quoting Finance Secretary Dominguez III, Roque said Duterte has no plan of certifying the new stimulus proposal as urgent.

“Kakapasok lang po na impormasyon, finorward ko po kay Sonny Dominguez ng Finance iyong tanong kung hiningi na raw po ng ating Presidente sa Kongreso ang Bayanihan III. Ang sagot po niya, ‘No’,” the Palace official said in a televised briefing.

Dominguez, added Roque, advised Congress to identify sources of additional funds for Bayanihan 3 “so our fiscal deficit will not exceed 8.9 percent for 2021.”

Under the proposed Bayanihan 3, a P420 billion will be allocated for the coronavirus response and recovery interventions grounded on economic inclusivity and collective growth.

The measure seeks to allocate P108 billion for additional social amelioration to to poor households; P100 billion for capacity-building for impacted sectors; P52 billion for wage subsidies; P70 billion for capacity-building for agricultural producers; P30 billion for internet allowances to students and teachers; P30 billion for assistance to displaced workers; P25 billion for Covid-19 treatment and vaccines; and P5 billion for post-typhoon rehabilitation plan.
