President Rodrigo Duterte railed against former Foreign Affairs Secretary Albert Del Rosario and former Philippine Ambassador to the United States Jose Cuisia anew for allowing China to seize control of Scarborough Shoal in the West Philippine Sea in 2012.
In the second part of his “Talk to the Nation” aired Friday (May 14), Duterte said Del Rosario and Cuisia erred in ordering the withdrawal of Philippine ships from the shoal during a tense standoff with China.
“Ito naman si Albert was the one who received the message from Cuisia from the State Department kasi in-admitan na ni Cuisia ngayon eh. Ngayon lang ito lumabas. My God! Tinago nila ‘yan na iyon pala galing doon kay Ambassador Cuisia, ipinasa kay sa ating gobyerno, ipinasa ni PNoy doon kay Albert. Tapos Albert was the one who ordered the ships of the — or the ship of the Philippine government to withdraw,” Duterte said.
Cuisia said in a dzBB interview on May 11 that he discussed the withdrawal of Philippine ships with then-US Assistant Secretary of State Kurt Campbell on the condition that Chinese vessels will also leave the area.
The former envoy didn’t say if he got an assurance from China that it will order its ships to leave the shoal.
Duterte mocked Del Rosario and Cuisia, who were known to speak english with an accent. He pressed them to explain why they let Philippine vessels leave Scarborough Shoal without checking if Chinese ships will do the same.
“At saka ‘yong isa, sumasa — may isa pang isang hindi — ewan ko kung Pilipino ito si Cuisia,” he said.
“Iyong mga [pa-rule-rule?] ninyo, pa-english-english kayo diyan. Hindi maintindihan ng tao ‘yan. Ako hindi ako lalabas doon. Bakit pinaatras ninyo? Anong napasok sa bakukang sa ulo ninyo na sinabi — sinabi mo na, ‘Aalis ako basta mag-alis siya.’ Ganoon ‘yan eh. Tinawagan mo, o sige, alis ka, alis ako,” Duterte added.
