Pikon na sa FoodPanda! Bayan Muna seeks probe on labor policies of food delivery app providers

Members of the Makabayan bloc have jointly filed a resolution seeking to inquire on the protection of rights and welfare of food and delivery services app riders.

House Resolution 1973 was filed after food delivery company Foodpanda Philippines in Davao City imposed a 10-year suspension against 30 of its riders who allegedly spearheaded the call to fellow riders to go offline to protest the unfair compensation arrangement.

“Whereas, the 10-year suspension imposed upon the riders for exercising their constitutionally-protected right to peacefully protest and air their grievances are clearly excessive, repressive, undemocratic, and unlawful,” the resolution read.

The riders claimed that Foodpanda has changed its compensation schemes twice without even consultation with concerned parties.

The resolution states that the riders are currently considered as freelancers “making them susceptible to such unfair and abusive labor practices such as unjust diminution of wages and arbitrary punitive actions.”

However, the resolution said that Service Agreement reflects that there is indeed an employee-employer relationship between the Foodpanda and the riders.

With the expected growth in this type of delivery services, members of the Makabayan bloc underscored the need to ensure that riders are protected from abuse and unfair labor practices.

The members of the Makabayan bloc include Bayan Muna Representatives Ferdinand Gaite, Carlos Isagani Zarate, and Eufemia Cullamat, Gabriela Women’s Party Rep. Arlene Brosas, ACT Teachers Rep. France Castro and Kabataan Rep. Sarah Jane Elago.
