When are abogados considered APORs? IBP gives guidance

The Integrated Bar of the Philippines (IBP) advised lawyers that they are considered authorized persons outside of residence (APORs) if they have to go to individuals in need of legal representations.

“Please be advised that, per latest amendments last August 5, 2021 to the IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases) Omnibus Guidelines on the Implementation of the Community Quarantine in the Philippines, particularly Sec. [2] 4.c.xvii, lawyers are considered Authorized Person Outside Residence ‘only when required to provide on-site legal representation necessary to protect rights of persons, whether natural or judicial’,” read the IBP advisor.

Last week, the IATF decided to place Metro Manila under the stricter enhanced community quarantine (ECQ) from August 6 to 20.

The move was made to stop the spread of the more infectious Delta variant of the COVID-19 virus.

The IATF said only APORS will be allowed to travel in and out of Metro Manila.
