Ain’t standard procedure: Ex-DBM employee reveals Pharmally delivered 500K face masks without purchase order

Pharmally Pharmaceutical Corp. didn’t follow standard procedures when it delivered 500,000 face masks without a request or purchase order from the government, a former employee of the Department of Budget and Management Procurement Service (PS-DBM) said Monday (Sept. 13).

“This is the very first instance that we have received the face mask during that time, nung pandemic. There was confusion kasi there was no supplier, no PO at that time,” said Jorge Mendoza, the former officer in charge of PS-DBM’s Inspection Division, at the continuation of the Senate blue ribbon committee’s hearing on the contracts won by Pharmally from the government.

When asked by Senator Francis Pangilinan if what Pharmally did was standard procedure, Mendoza said: “Actually hindi po standard ‘yun.”

Before Mendoza’s remark, Pharmally executive Krizle Grace Mago said the company received a request for quotation (RFQ) for surgical masks from PS-DBM on March 25, 2020. Pharmally delivered the order within the day.

Senate Minority Leader Franklin Drilon, however, said it was unusual for Pharmally to deliver the face masks even if there was no purchase order from PS-DBM.

“Natanggap nila ‘yung request for quotation o RFQ noong Marso 25, 2020. Ngayon ang sabi nila, agad dineliver nila on the same day. Dineliver nila ang 500,000 surgical masks, hindi ko maintindihan kung may inventory o hindi, papalit-palit ‘yung sagot,” he said.

“Ang sabi naman ngayon, ‘yung purchase order nila eh April 16, 2020. Ang ibig sabihin nagdeliver sila wala man lang purchase order which is unusual,” Drilon added.

Mago said Pharmally was able to deliver the orders with the help of a supplier known by Pharmally director Linconn Ong.
