‘Di pipitsugin! Purchase order for PPE sets ordered by PNoy admin explains why they cost P3,864 each

Presidential Spokesperson Harry Roque tried to turn tables on the Department of Budget and Management’s purchase of pricey COVID-19 health supplies by pointing out that personal protective equipment (PPE) bought by the Aquino administration were more expensive.

In a Sept. 1 press briefing, Roque showed two purchase orders dated Sept. 28, 2015 and June 23, 2016, which indicated PPE prices between P3,500 and P3,800 per item.

Addressing Senate Minority Leader Franklin Drilon, an opposition stalwart, Roque said: “Senator Drilon, please explain bakit ang mga kakampi mo, doble ang halaga ng binili para sa mga PPEs sa panahon na wala pa pong pandemya?” Roque said.

Aquino-era deputy presidential spokesperson Abigail Valte took to Twitter on Friday (Sept. 3) to share details of the PPEs’ purchase orders to explain their price.

“I heard people are looking for the specs of the PPE sets procured via PO dated June 23, 2016, so here you go. Note that I intentionally cropped the signatories out of Page 3 to avoid exposing their signatures to fraudsters,” she tweeted.

According to the purchase order, the Department of Health (DOH) bought 3,750 sets of PPEs at P3,864 each, amounting to a total of P14.490 million. Rebmann Incorporated, a supplier of healthcare items since 1983, bagged the contract.

Each set of PPE consisted of goggles, gloves, plastic shoe cover, coverall, surgical gloves, face mask, surgical mask and head cap.

The multinational company 3M supplied the goggles, coverall, face mask and head cap, which raised the cost of the PPE set.

The Duterte administration has come under fire over the DOH’s transfer of P42 billion to the DBM Procurement Service for the purchase of COVID-19 supplies, which some senators claimed to be overpriced.
