The House Committee on Veterans Affairs and Welfare has approved the substitute measure and committee report to House Resolution 1873 commending retired Sandiganbayan Justice Manuel Pamaran.

TUCP party-list Rep. Raymond Mendoza, author of the resolution said Pamaran has given an exemplary service to the country during World War II, his stint at the Sandiganbayan and a veterans organization.

Mendoza said that upon the arrival of the Allied Liberating Forces during WW2, Pamaran served as a guide for the American scouting forces. He also figured in the liberation campaigns in Rizal, Cavite, Laguna, Batangas and Tayabas (now Quezon).

Pamaran was a beneficiary of the Philippine Veterans Affairs Office (PVAO) Educational Benefit, which he used to take up law at the Manuel L. Quezon University.

The resolution also recognizes the contribution of Pamaran during his eight-year stint as Presiding Justice of the Sandiganbayan from 1978 to 1986.

In 2018, he was appointed by Defense Secretary Delfin Lorenzana as president of the Veterans Federation of the Philippines, the umbrella organization of all veterans organizations in the country.

“Whereas, the performance of all his hard work, efforts, and selfless service, in a humble but dignified manner speaks highly of his love for country which is worthy of commendation,” Mendoza said in his resolution.

Pamaran passed away on December 16, 2020 at the age of 94.
