Palace request to UP: Winnie Monsod confirms tutoring Marcos Jr for Oxford exams he flunked

Former Socioeconomic Planning Secretary Winnie Monsod confirmed tutoring presidential aspirant Ferdinand Marcos Jr. in economics for the “make or break” exam he took to stay at Oxford University, which he eventually failed.

In her November 6 column for the Philippine Daily Inquirer, Monsod said she agreed to tutor Marcos Jr. upon the request of then-University of the Philippines School of Economics Dean Jose “Pepe” Encarnacion.

Monsod was then a professor at the UP School of Economics.

“My Dean, the late Jose ‘Pepe’ Encarnacion, phoned me and asked if I would consider tutoring Bongbong Marcos in economics. He said about four hours maximum, just to explain certain points which Bongbong was confused about,” she recalled.

Monsod said it was then-dictator Ferdinand Marcos who called up then-UP President Onofre D. Corpuz to request for a tutor for his son. Corpuz relayed the request to Encarnacion, who asked Monsod to be a tutor.

The former Cabinet Secretary said neither she nor Encarnacion were made aware that the test Marcos Jr. would take would “make or break” his future at Oxford.

Vera Files reported that Marcos Jr. had to retake the preliminary examination for freshman students to continue his studies for a Bachelor of Arts degree in Philosophy, Politics, and Economics (PPE).

The late dictator’s son only passed his exam in philosophy, so he had to retake the tests for politics and economic.

“We were not given his past exam papers to evaluate what was necessary. We were flying blind. Now, with the benefit of 20-20 hindsight, I guess the mystique of the Marcos heir’s intelligence had to be maintained, at all costs,” Monsod said.

She said she and Marcos Jr. spent a total of four hours in a span of two days in Malacañang discussing microeconomics and macroeconomics.

“And that was the last I saw of him for another 20 years,” Monsod said.

While Marcos Jr. passed the economics test, he failed the exam in politics, which meant the end of his dream to obtain a bachelor’s degree at Oxford University.

The prestigious school, however, gave Marcos Jr. a special diploma in social sciences in 1978 but it was not equivalent to a college degree.
