Hold the champagne! Drilon warns Duterte can still veto ABS-CBN’s temporary reopening on constitutional grounds

Senate Minority Leader Frank Drilon remains cautious on the temporary reopening of ABS-CBN Corp. through a provisional franchise through October 2020.

Drilon said President Rodrigo Duterte could still veto the temporary reopening of ABS-CBN, citing Presidential Spokesperson Harry Roque’s statement that his boss would not veto the bill reopening ABS-CBN as long as it did not violate any provision in the Constitution.

“The lawyer that he (Roque) is, he qualified that the President will sign if there is no constitutional infirmities that they find. Just to flag it, do not hope that it will be signed the first night it goes to him, they will go through what they assert to be constitutional infirmities. That commitment of Secretary Roque is qualified,” said Drilon in an interview with ANC.

Drilon noted that Solicitor General Jose Calida has a pending quo warrranto case in the Supreme Court seeking to revoke ABS-CBN’s franchise on constitutional violations, such as the breach on foreign ownership in media.

“I am not saying they will do that (veto bill), I’m just saying this was mentioned in a qualification in the commitment of Palace to renew the franchise,” he said.

Drilon, however, said that both the President and the Supreme Court must give “appropriate respect” to consider that Congress has made a judgement that ABS-CBN not violated the Constitution with the passage of the bills.
