Na-wow mali siya! Ex-Justice Carpio mistaken on material points in interpreting Anti-Terror Bill, Ping says

Former Justice Antonio Carpio was mistaken on several material points of his interpretation on the contents of the proposed Anti-Terrorism Act of 2020.

Sen. Panfilo Lacson stressed this Thursday, following Carpio’s claims at a webinar that the anti-terrorism bill goes against the 1987 Constitution.

“With all due respect to former Justice Antonio Carpio, who I continue to admire and respect, he is mistaken on several material points in his interpretation on the contents of the Anti-Terrorism Bill,” Lacson said in a statement.

Carpio, in criticizing the bill, claimed Section 29 gives too much power to the Anti-Terrorism Council, including judicial powers.

But Lacson had pointed out this is a wrong claim since Section 45 of the same bill made it clear the Anti-Terrorism Council will not have judicial or quasi-judicial powers.

“I had addressed many of the concerns he raised, in my letter reply to the Integrated Bar of the Philippines. I hope those who share his concerns take time to read it,” Lacson said.

But Lacson also noted Carpio’s remarks before the Management Association of the Philippines webinar Wednesday indicated Carpio has made up his mind on his interpretation, “so in the meantime I will leave it at that.”

Lacson also said he is scheduled to speak before the MAP membership meeting on June 24, “and I will have the opportunity to respond point by point to the constitutional issues and concerns that he raised as guest speaker of the same forum.”
