Palace to PhilHealth chief: Implement UHC Law or you’re out

The proposal to hold off the implementation of the Universal Health Care (UHC) Law is illegal, Malacañang said on Thursday.

Presidential Spokesperson Harry Roque made the comment after PhilHealth President and CEO Ricardo Morales recommended a delay in the implementation of the UHC law, citing the low collection of contributions due to the coronavirus disease pandemic.

“Ito po ay labag sa literal probisyon ng batas at doon sa intensyon ng nagsulong ng batas na ito,” Roque said during a virtual presser.

“Alam namin nung sinulong namin ang UHC na dapat isabatas yan dahil hindi sapat ang PhilHealth para magbigay ng karapatan ng kalusugan sa lahat. Ang PhilHealth ay medical insurance. Alam namin na hindi maibibigay ang karapatan ng mabuting kalusugan kung aasahan lamang ay premiums na binabayad sa PhilHealth,” he explained.

If Morales cannot implement the UHC program, Roque said that other people can be tapped to enforce the law.

“Ang akin panawagan sa namumuno ng PhilHealth, kung hindi niyo maipapatupad ang batas na sinertify urgent ng Presidente mismo, dahil ang nais niya magkaroon ng libreng gamot ang lahat ng Pilipino gaya ng ginawa niya sa Davao, eh siguro po hahanap na lang ng iba na pupwedeng magpatupad niyan,” the official said.
