The Senate has set for Tuesday, Aug. 4, its hearing on alleged corruption and mismanagement at the Philippine Health Insurance Corp. (PhilHealth), Sen. Panfilo Lacson said Thursday.
Lacson told Senate reporters the hearing is to start at 9 a.m., even as invitations are being sent to the resource persons involved.
Among those expected to attend are:
* Health Secretary Francisco Duque III
* PhilHealth president and CEO Ricardo Morales
* PhilHealth Anti-Fraud Legal Officer Thorrsson Keith
Last Tuesday, the Senate adopted a resolution authored by Lacson and Senate President Vicente Sotto III to look into the anomalies at PhilHealth.
On Monday, Lacson and Sotto filed Senate Resolution 475, seeking to constitute a Senate Committee of the Whole to undertake the probe to prevent the agency from financial collapse.
“These rampant and pervasive allegations of corruption, incompetence and inefficiency have systematically impaired the management of PhilHealth to the detriment of this public institution and its members, without any remedial measures to improve competency and exact accountability, thereby endangering PhilHealth’s existence, necessitating the Senate’s intervention to prevent the corporation’s financial collapse,” Lacson said in the resolution, which he authored with Sotto.
Lacson cited the claims made by Keith, who resigned from his post due to “widespread corruption” in the agency, unfairness in the promotion process and perceived “unconstitutional” mandatory payment of PhilHealth contributions by overseas Filipino workers.
Keith had also cited the targeted delay of release of his salaries and hazard pay due to his conduct of his investigation involving officers of the PhilHealth.
Morales denied the allegations.
Lacson said these are the “most recent among the train of issues of perennial corruption and mismanagement in PhilHealth,” with the Senate already having probed the agency last year.
