Until the time he died, former Calauan, Laguna mayor Antonio Sanchez remain unqualified for early release under the Good Conduct Time Allowance (GCTA) Law, Justice Secretary Menardo Guevarra said on Saturday (March 27).
“As of the time of his death, mayor Sanchez was still not qualified for release,” he said.
Sanchez died Saturday morning at the New Bilibid Prison (NBP) in Muntinlupa City.
“The BuCor (Bureau of Corrections) is still seeking the conformity of mayor Sanchez’s family for the conduct of an autopsy,” Guevarra said.
Sanchez was convicted for rape with homicide for the 1993 deaths of University of the Philippines (UP) Los Banos students Eileen Sarmenta and her boyfriend Allan Gomez.
He was also convicted for the 1991 murder of the of Nelson Penalosa and his son Rickson, who were supporters of his political rival.
In 2019, Sanchez got involved in the controversy concerning his early released due to his GCTA.
But the Department of Justice (DOJ) had determined he was unqualified to benefit for early release under the law.
Guevarra and Interior Secretary Eduardo Ano even signed the revised implementing rules and regulations (IRR) of the GCTA Law in 2019 in order to emphasize unqualified inmates involved in heinous crimes like Sanchez could benefit from early release under the law.
